Nov 23, 2023

Greece is about to impose a tax on nicotine products, with a tax on non tobacco nicotine heating products of 156.7 euros per kilogram and a tax on nicotine bags of 50 euros per kilogram.

For non tobacco nicotine heating products, a special consumption tax of 156.7 euros per kilogram has been implemented. This tax level is the same as traditional tobacco heating products such as IQOS. For nicotine bags, the special consumption tax is relatively low, at 50 euros per kilogram, and the tax base is the net weight of nicotine or nicotine and other substances, calculated in the solid form of the product. Both types of nicotine products are subject to a 24% value-added tax.
According to data, traditional smoking in Greece has decreased by one-third in the past 20 years. In 2021, Greek smokers consumed 11.5 billion cigarettes, compared to 32 billion in 2002. This means that each resident consumes approximately 1100 cigarettes, compared to approximately 3000 cigarettes per resident in 2002.
According to reports, Greek consumers have recently shifted significantly towards heated tobacco products and e-cigarettes.
